PNSR Inaugural Conference
"Integrating Instruments of National Power for the New Security Environment"
The Project launched a rigorous study of the interagency process to develop an integrated set of recommendations on how to fix the national security system. Some early insights from the study effort were discussed at the Conference and are highlighted in the Conference Proceedings.
The Plenary Session provided an overview of the project with presentations on historical interagency issues, and the interagency process from a variety of perspectives.
The Conference was organized to present issues and insights in a manner replicating the Project’s internal organization into working groups. The sessions in the Issue Seminar Agenda consider the problem holistically, at the level of the entire national security system and also the difficulties within typical categories of organizational analysis such as structure, process and human capital.
