PNSR is engaged in a series of pragmatic programs
directly linked to each aspect of our mission. Each program is a scalable
proof-of-concept project generally conducted in partnership with government
stakeholders. PNSR’s programs include:
National
Security Staff Redesign – Design a National Security Staff that is agile enough to
meet 21st century demands, that is strategic and looks ahead of the 24/7 news
cycle, that oversees the development of a collaborative backbone in the
interagency system, and that is capable of meeting the President’s staffing
needs.
Aligning
Resources with Strategy - Create a unified national security budget that rebalances
resources to cut across national security issues.
Interagency
Teams –
Empower interagency teams to manage and integrate the whole of government in
order to address national security issues like counterterrorism. This structure
could be applied to issues such as the war in
Afghanistan and the Haitian
earthquake response.
National
Security Professionals - Cultivate a community of national security professionals
and a national security culture through reforms in personnel systems. This includes
incentives, career paths, training, education, and recruitment, as well as
ensuring the proper size and capabilities of the civilian workforce.
Knowledge
and Intellectual Capital - Improve the knowledge and information flows by working in
three key areas: an online, real-time collaboration environment, a
knowledge-based organization, and an information-sharing culture.
Next
Generation State Department - Reform the Department of State to increase capacity and
improve performance in civilian functions such as public diplomacy, conflict
prevention and peace-building, and foreign assistance.
Homeland
Security
- Improve the National Preparedness System by increasing state and local
capabilities. This includes catastrophic planning, modifying the grant-making
process, enhancing intergovernmental personnel mobility, and building a
Net-enabled Information Sharing Environment (N-ISE) Pilot for information
sharing and collaboration.

Working Group
- Use an integrated-systems approach for future scenarios, horizon scanning,
industrial base strategy, and risk assessment.
