Roadmap and Scorecard

PNSR’s historic report,  Forging A New Shield, offered a bold set of reform recommendations for transforming the components of national security into an agile and resilient system that operates as an integrated, effective whole. There must also be a complementary set of bold ideas about how to effectively implement those recommendations and a sophisticated system for tracking and measuring progress. PNSR will partner with global management consulting company PRTM and the Alliance for National Security Reform (ANSR) to define and develop the means to bridge the gap between the current state and needed future state of national security – and will design and implement a performance system to track and measure the pace of reform.

The Roadmap for National Security Reform will be a robust management, public accountability framework that tackles the full range of reform challenges -- from expanding the definition of national security itself to strengthening interagency teamwork and human capital – and establishes cross-functional links between national security, business strategy, technology, policy making, and governance. This relatively simple, accessible document will have two major action tracks: actions that the President and other leaders in the Executive Branch can take under existing authorities; and recommendations that require congressional action, including amendments to House and Senate rules and a new national security act. Its purposes will be: (1)   Communication  – provide a tool to inform and build alignment among key stakeholders in the government, private sector, and NGO communities;   (2)   Guidance – provide a framework to assist change management planners as they address specific aspects of implementation; and (3)   Accountability – provide a way of “keeping score” in order to promote evidence-based rigor and accountability.

The Scorecard on National Security Reform will provide an objective performance measurement framework – from a public watchdog perspective – to assess the progress of Congress and the Executive Branch. It will analyze and report credible, reliable information about where reform is advancing, where it has stalled, and why. The report will be presented annually to the administration, Congress, and the American public.

PNSR, PRTM and ANSR will utilize the roadmap and scorecard to undertake ongoing problem analysis and solution development, in partnership with senior managers/decision-makers.
