John F. Depenbrock, Chief Operating Officer

John F. Depenbrock is Chief Operating Officer of PNSR. Before joining PNSR he had over 30 years of private and federal sector legal and Senior Executive management experience in employment security, international/trade affairs, veterans' reemployment programs and aviation industry association work.
Depenbrock served in the Senior Executive Service as Associate Solicitor at the U.S. Department of Labor, where he managed and directed an office of 38 attorneys. In this capacity, he also served as the principal legal adviser to the Secretary of Labor on international affairs, veterans' reemployment rights, and employment matters. For 20 years he served as the legal adviser to the U.S. Delegation and represented the United States at the ILO in Geneva, Switzerland on issues involving international employment standards. He negotiated new treaties/conventions with U.S. Business Council employers, employee representatives and foreign government officials on a tripartite basis. He also participated in the NAFTA negotiations with Mexico and Canada and supervised the international cooperative activities that were called for under the Supplemental Agreement. Prior to his federal service he worked for the Air Transport Association and later with the Air Line Pilots Association.
After earning a Bachelor of Science degree in Commerce from the University of Virginia, Depenbrock was commissioned an officer in the United States Marine Corps. He served in Vietnam from 1966 to 1968. Upon returning, he obtained a J.D. degree from the Catholic University of America before entering the aviation industry.
