Robert Kravinsky, Senior Associate

Robert Kravinsky was on a rotational assignment from the Department of Defense to serve with the Project on National Security Reform, where he was Director of Executive Branch Affairs and National Counterterrorism Center Study Director.
Prior to that assignment he served as the director of strategic planning for homeland defense in the Office of the Secretary of Defense (OSD). In this capacity, he managed strategic planning efforts including homeland defense aspects of the quadrennial defense review and strategic planning guidance. He coordinated with interagency partners on the development of national level plans, particularly in the areas of counterterrorism and disaster response. He oversaw efforts to foster international cooperation in the area of homeland defense. Prior to that, Kravinsky served as director of programs and resources for counternarcotics at OSD. In this capacity, he developed policy for counternarcotics support to domestic law enforcement agencies, managed the counternarcotics congressional and public affairs portfolio, and developed requirements and managed the department’s counternarcotics budget.
