Brian Helmer, Senior Associate

Brian Helmer served as the Project on National Security Reform’s Chief of Staff and Senior Director for Reform Integration.  Prior to joining PNSR, Helmer served as a Navy Captain, political-military subspecialist in Middle East and Southwest Asia affairs, and as a joint specialty officer. Helmer has served multiple tours within the interagency, including time as the Deputy Executive Secretary in the office of the Secretary of Defense, Joint Staff International Negotiations Division planner; a member of U.S. Mission Vienna, Austria for the Conventional Armed Forces in Europe Treaty; and as the Navy’s senior desk officer for the Persian Gulf and Southwest Asia region.

Brian has served numerous operational tours in P-3C aviation commands including time as a commanding officer.  Other operational tours Helmer has completed include afloat tours on Carrier Battle Group and Amphibious Task Force commands as a tactical action officer, and operational planner for the commanding admiral.

Brian is a graduate of the National War College and the University of Notre Dame.
