Vision Working Group

In 2010, the Vision Working Group, led by Dr. Sheila Ronis, will publish the book, The Project on National Security Reform: Vision Working Group Report, a description of the entire methodology and process we used to develop the scenarios that were used to test the outcomes of Forging a New Shield.  Leon Fuerth wrote the forward and Jim Locher wrote the preface.  Dr. Sheila Ronis is the editor of the book and wrote a few of the chapters.  The book will be published by the Strategic Studies Institute at the U.S. Army War College in Carlisle this spring.

The Vision Working Group will also host a conference on the themes of the book at either CSIS or the Hudson Institute sometime after the book is published.  Probably near the end of July after Dr. Ronis returns from visiting the Centre for Risk Assessment and Horizon Scanning in Singapore's National Security Co-ordination Centre.

The Team, chaired by Dr. Ronis will also write a comprehensive description of the prime recommendation of the Vision Working Group; the need to establish a Center for Strategic Analysis and Assessment in the Executive Office of the President.  We suspect, in keeping with the balance of power, we will probably also recommend the establishment of a similar center in the Legislative and Judicial branches of government, as well. We are in the process of getting on one of the Supreme Court Judge's calendars to discuss.  We have already received ideas about the Congressional Research Service which might host such a Center.  We are looking for raise funds to do pieces of this.

In addition to the comprehensive description of the Center, we also expect to develop a few examples of the kinds of deliverables that could emerge from this Center starting with a notional Industrial "Grand Strategy" and several more scenarios illustrating various lessons.  To support this effort, Dr. Ronis will chair a conference at the National Defense University (NDU) that will look at the economic element of national power and the role the  industrial base plays in that equation in August.

There will also be a conference that will be hosted by Argonne National Laboratory and the Center for Technology and National Security Policy at NDU which Dr. Ronis is helping to organize on the topic of "Integrated Systems Approaches to National Security."  Leon Fuerth and Jim Locher have agreed to speak.  Dr. Ronis will be giving a paper on the need for the new Center for Strategic Analysis and Assessment in Next Steps at the end of the conference.  This conference will be held in September.
