War On Drugs: Lessons Learned From 35 Years of Fighting Asymmetric Threats — Curt Klun

SUMMARY:
Our future national security structure must not only meet the traditional state-to-state military threats, but it must also address the non-state actor threats that include terrorist cells and organized crime. This paper examines the 35-year and interagency (civilian and military) response to illicit drug trafficking. It not only offers unique insights into the problems and tensions in responding to non-state actor threats, but it also offers successful interagency organizational mechanisms that can tactically meet non-state actor threats and leverage them for strategic gain.
